On June 19-24, 2022, the 39th World Congress of the International Academy of Hydraulic and Environmental Engineering (IAHR) was successfully held in Granada, Spain. Professor Zhongbo Yu, Chairman of the Intergovernmental Hydrological Program of UNESCO (UNESCO-IHP) and Director of the State Key Laboratory of Hydrology, Water Resources and Hydraulic Engineering Science of Hohai University, was invited by the IAHR High Level Panel on Water Governance to attend On the 22nd, a high-level group expert meeting chaired by Manuel Menedez Prieto, the special adviser to the Cabinet of the Deputy Minister of the Environment of Spain, made a presentation on "Responding to Water Security Challenges from Water Science, Water Education and Water Governance" keynote report.

The conference revolved around the challenges of the health crisis and climate change, and improved water resource management. Experts from the High-Level Group on Water Governance emphasized the importance of establishing a water management system, and promoted the introduction of a water management regulatory framework that considers different levels of river basins, countries, and regions, so as to strengthen the management capabilities of water-related institutions, expand public participation, and contribute to the governance of water issues. Management decision-making provides a technical and scientific basis.

Professor Zhongbo Yu pointed out that under the framework of the ninth phase of the Intergovernmental Hydrological Program (IHP-IX, 2022-2029), UNESCO-IHP will give priority to responding to changes in scientific research and innovation, water education, integrated water resources management, and scientific water governance. Environmental water challenges. Through strengthening international cooperation, on the basis of improving scientific data, research, knowledge, capacity and the mutual feedback between science policy and society, at the same time attaching importance to water education, improving capacity development and public awareness of sustainable water culture, implementing scientific water governance and Governance to accelerate achievement of the Sustainable Development Goals (SDGs), especially the SDG water-related goals and other water-related global agendas, in order to realize the vision of building sustainable and resilient societies.

The IAHR World Congress is the most important event of the International Society of Hydraulic and Environmental Engineering, and also one of the most important water events in the field of hydraulic engineering and disciplines in the world. The International Society for Hydraulic and Environmental Engineering has long been committed to promoting the academic research and engineering application of hydraulic science, promoting the progress of interdisciplinary water science and technology, enhancing public awareness and participation, and contributing to the consensus in the global water field.
